Where was the sign stating "This is a parking lot" ?
Otherwise, it is personal property and no signs should be necessary..

There should be a barrier around that water. An elderly couple fell into something similar here once and nearly drowned. There was no snow it was just dark. Even a low concrete curb type thing or a couple of bollards.

I am also wondering... why is there even a pool type thing there at all? They want to surround the office building with a MOAT or something? I mean nobody can swim in that right next to the street so it isn't a pool, and it is far too deep to be a decorative fountain type thing. Why is that there? What is it for?
