The sound can only be altered with Tech2, will take your local specialist or dealer 5mins to do, the sound is coming from the alarm siren located at the rear of the N/S/F wing.

Mine , I think, is deactivated, thanks goodness !

n/s/f = ???

There are unfortunate differences between American and English Saabs, this may include the alarm and its location
This info should be in your manual....thats is another problem.

It's up above the fender liner. Take off the one on the driver's side and you'll see it tucked up in there.

The liners(shields) that Jeremy alludes to are black plastic panels on the undersides of the fender ( aka wing) and the car..

Elevate the vehicle, remove the wheels and all will become evident.
n/s/f = near side front ??
still has no meaning..
According to Haynes, the "siren" is a "horn", which is located behind a panel under the left side front wheel arch.
Good luck

This is for the 9-5 but also applies to the 9-3 as they're similar. The 9-3 siren is behind the wheel, not in front.
