i should add that im not respraying the hole car - just covering areas that have been rust-treated

Wet sand with 400 grit paper on a sanding block (not by holding paper in your hand), spray and let dry, resand with 400 grit and spray again. Wet sand with 600, then 1000 then 2000. Polish with rubbing compound. Let the paint dry for a couple of weeks, then t-cut and wax.
