paint touch up

hi ,
ive recently applied some rust remover/sealer (i think it was kurust -turns rust blue/black which you can then paint str8 over,apparently) to some rust spots around sills, and from stone chips in more prominent areas (car is '91)
now when i come to re-touch the car (used halfords custom colour match service for a can of le mans blue which looks perfect match), do i t-cut before respray or after?
also 'le mans blue' looks like it has the merest touch of metallic through it -should i use metallic t-cut rather than solid colour?
i should add that im not respraying the hole car - just covering areas that have been rust-treated

Wet sand with 400 grit paper on a sanding block (not by holding paper in your hand), spray and let dry, resand with 400 grit and spray again. Wet sand with 600, then 1000 then 2000. Polish with rubbing compound. Let the paint dry for a couple of weeks, then t-cut and wax.
