Default Steering rack damper yoke?

My steering rack is a bit vague in the center position, probably some excess wear where the teeth mesh. I was looking at some pics and saw that there is a spring connected to what's called the damper yoke that goes inside the rack. Is this used to apply pressure to the pinion? Could it be tightened to get some of the solid feel back?
