Anyone use this with their open element cone filter?
I'm thinking about getting this for a little bit extra protection, against puddles and such.

What does it look like?

Its called a precharger.
Its just a waterproof bag kind of thing that goes over the filter.

Doesn't that defeat the object of it drawing in more air? I know Nordic UHR run and open air K&N on their 9-5 with no protection.

I've used before. The waterproof cover is called drycharger. The precharger is for dust only. It will hinder airflow slightly compared to use without the bag. The drycharger will hinder flow even more as it is silicone treated. Either way you are still getting better flow than with the stock airbox. Have you installed an open element yet?
