I just bought a new universal filter. It's a re-0930. I live in New England so that means snow and rain....and a whole lot of yuck. I know I can fabricate the airbox into a splashguard, but are there alternatives?
You can leave it without any splash guard like I have mine or you could get a outerwear pre-filter to fit over it, but you really don't need it in my opinion. I get more water intake after washing the filter in a water solution and letting it dry than when I do when I drive through huge puddles. Even driving through rain storms my filter will still be dry.
I live on the pacific coast where the rain is really heavy during the winter. I've had my K&N open filter installed with the dry-charger (k&n's outer wrap) for about a year and a half and only had it get slightly wet once. This was after climbing and descending about 5000ft during a very heavy storm- like a <10ft visibility rain storm. The filter being slightly wet did nothing and like the previous poster said it gets way more saturated from washing than it ever will from weather.
