can +20 be done on lowered suspension?

if you roll the rear.

and if you roll the rear you can go to +15 or so

i cut one sidewall pretty decently so far on stock suspension on +22 unrolled (had a ton of weight in the car and 165k mile stock shocks)

In the UK you are limited to vauxhall wheels as another brand, else you can look at vauxhall fit aftermarket and various other saab wheels.

Take a look here (http://www.trollhattansaab.net/archives/2009/01/saab-wheels-a-wonderful-world.html) for a full (or nearly full) list of all 5 stud saab wheels available. Every wheel on that page will fit on a 93.

So you know, the upper limit with 17x7.5" wheels is +49 offset. Running with 225 wide tyres is possible on the 900/93 but car needs to be taken to ensure that no rubbing occurs on the fuel filler pipe on the drivers side. (something to do with the wide range of geometry on the rear axle, some cars rub, some don't. Mine is one that doesn't)
