to spend. My initial thoughts were ( maybe not necessarily performance enhancing) a diverter valve, and a CAI. Yes I would have about 375 left, but other than doing a cat back and new muffler don't know. Or I could do only a 3"dp, but then you would have to go w/a CAI and more exhaust work for a true benefit right? Last thought was the BSR Stg 1, then again, that would be it. Not sure what the best option would be because I know you have to add more stuff if you get "one" certain performance item, in order for it work properly. If I'm wrong, tell me.
personally I would do as far as power goes is 3" downpipe, fmic intercooler, and ecu software, software is one of the best upgrades you can do intercooler will dramatically help with heat soak in warm weather and the 3" pipe gets the turbo up faster.
my recommendations would be

3" dp made by an exhaust shop not a saab tuner one 300
t7 suite 50
open air filter 50 max
you could probably get away with a stage 4ish map around 300hp with that.
don't waste your money on a "cold air intake". your saab already has one. if you want the turbo suction sound, remove your airbox and fit ANY generic 3" outlet filter. could be done for $20 easily.
standard dump valve is happy with 300hp so don't waste your money, especially with you budget
an intercoolers and intercooler, true front mount ie not behind radiator thus losing many benefits will be much more efficient, theres even a "how to" guide on this forum
ecu project is very well established, i'm sure if you asked nicely someone would tune your car for free or for say $50, with a map arguably no worse than a tuners that will charge ten times that
and don't get a ferrita/bsr/jt or whatever dp. get an exhaust shop to do it. i bet you you could get one for 60% of the price it would cost for a saab tuner premade one, and an exhaust is an exhaust, why pay some hundreds more for them to say "yep, this fits your car" for you.
and there you have a solid 290hp at least, judging by your name that your car is an aero to start off with.
trust me, i've been through it all, wasted money on it all, if i were to do it again i know it would cost me less than half what it did without the silly ****e they try to get you to buy.
Tires. (depending on what you already have) Commonly overlooked as a performance upgrade, but its the only thing between your car and the road. Its hard enough to put the power down on a stock aero and crappy tires as it is.
Recommend removing the stock AC box. Putting in an open 3" Air Filter Make sure to put a water proof sleeve on it. Remove your old AC core and inter coller core. Retrofit in a new Intercooler where the AC unit was. Then have a shop make you a nice 3" DP and muffler set up.
Prob be around $800 total. Best way to gain both the needed cooling and suction for the turbo.
If you have not replaced the Tires or Rotors or Brakes do this first.
I got myself a set of 4 bridgestone Potenza Grid Z Series tires and they made a HUGE improvement on the grip and comfort.
Next go for the Intake. Spark Plugs go with NGK, Front Mount IC, Down Pipe. Then dual mufflers 3" if you want to go crazy.
