To your first question, I say it depends on what engine is in your '99 SE. If you have the 4-cylinder ('99 was the only year a 4-cylinder was available with the SE package), then the answer is Yes. If you have the 6-cylinder engine, then I think the proper answer is No. The difference in engine weight would be a misapplicaiton for the Aero front springs and possibly dampers.
I had the Aero suspension retrofitted onto my 2000 Base model earlier this year and I like the lowered look a lot! The height difference is small, but visually significant.

It is critical to get the ride height where the WIS says it should be before you start alignment. I would highly recommend this spring adjustment kit to do the fine tuning on the rear.
Did a great job for me. Smaller shims are available too. Check other listings on eBay
