yeah, I dont think mine work either... They must've been pretty badly built cause I dont really know anyone that has working ones. Theyre not even used that often, so I dont know why tehy'd break so quickly.
As for fixing them, as I understand it they are somewhat tricky. You can trace the wiring beneath the seat and into the seat bottom; but if it isn't that or the heater element right there at initial wiring then they are a pain.
A few here have worked on them as far as I know, so you should get more in-depth responses shortly.
